To solve this mystery, you will first need to start climbing the Miracle Tower. Stop when you reach one of the higher levels, at a place from where you can reach the second northern extension. You need to jump off the ledge and slide north. After flying a couple dozen meters, start turning around and try to reach a position from which you will see the entire question mark. Don't worry if you fail to do it on the first try, as you can always go back to the starting point and start over. Moreover, if Batman collides with something and falls, the game will automatically return him to one of the previous ledges.
If you can't solve this puzzle by sliding, you can always use an alternative method of jumping, standing on the mentioned northern extension cable, and then jumping off (using the B button), trying to scan the question mark.
